Fred Kachero's question "do the cherished ideals of the Western world such as freedom of speech and press always work for others" builds on the premise that those ideals always work in the Western world. But sometimes they do not work there either.

It also happens in, say, Sweden or Finland, that freedom of speech and press are being misused to agitate against an ethnic group. However, Sweden and Finland have laws to protect the various groups against hate speech and similar, and the laws are enforced.

Does Kenya have laws to prohibit agitation against ethnic groups? If yes, how are the laws enforced?
